Funding Call: Proactive Social and Healthcare, Second Round

Sitra is launching a funding call aimed at wellbeing services counties to accelerate the adoption of proactive social and healthcare solutions. The application period ends on 31 October 2025 at 12:00 noon. Please read the instructions on this page carefully before completing your application.

What is it about?

There is significant interest in proactive social and healthcare services among the wellbeing services counties responsible for organising them. This interest became evident during the first round of the proactive social and healthcare funding call, organised by Sitra in spring 2025.

We aim to accelerate the transition towards proactive social and healthcare by now opening the second funding round of the year for wellbeing services counties.

A more efficient and impactful social and healthcare system requires innovative solutions. Digitalisation, data, and artificial intelligence support the renewal of social and healthcare services and pave the way for a more proactive approach. This approach allows hidden risks to people’s health and wellbeing to be identified before symptoms appear, allowing timely intervention.

With proactive methods that support people in their everyday lives, we can help keep 80 per cent of the population as healthy as possible, allowing resources to be directed to the 20 per cent who need services the most.

Through data analysis, healthcare professionals can carry out risk assessments and predictive modelling. In proactive social and healthcare services, screening and treatment are guided by individual risk factors. Technology enables the monitoring of an individual’s care and the identification of care gaps, making timely access to care and the anticipation of service needs possible. Social services are provided proactively when a client’s functional capacity is at risk of declining. Before prescribing medication, a doctor can determine which medication is genetically most suitable for the client.

The proactive social and healthcare funding call is part of Sitra’s broader effort, together with partners, to significantly improve public sector productivity (link)  using data and artificial intelligence. 

Amount and allocation of funding 

In this call, Sitra can award a total of approximately €500,000 in funding, with a maximum of €200,000 per individual project. The share of the total sum awarded to each project may vary. 

Sitra’s share of funding may cover up to 50 per cent of the total project costs for the applicant or applicant consortium. The wellbeing services county’s share of funding may also cover salary costs.
